William (Bill) Muntean is a non-resident senior associate at the Center for Strategic and International Studies. He was a career Foreign Service Officer with the U.S. Department of State from January 2001 to September 2023. Bill’s most recent assignment was as the senior adviser for Antarctica, overseeing a range of political, economic, and environmental and scientific activities related to Antarctica, from August 2018 to July 2023. In this position, he was the deputy U.S. representative to the Antarctic Treaty Consultative Meeting (ATCM) twice and was the U.S. head of delegation to the 2022 (Berlin) and 2023 (Helsinki) ATCMs. He also led the 2020 U.S. inspection team, which conducted unannounced inspections of three Ross Sea stations. He is a member of the U.S. Advisory Committee on Antarctic Names (ACAN). Previous diplomatic assignments were in Luanda, Angola; London, United Kingdom; Panama, Panama; Moscow, Russia; Managua, Nicaragua; and Washington, DC. He graduated from Washington University in 1994 with BA in history and George Washington University in 1997 with a MA in international affairs.
